The Honda rider was traveling at such a &quot;very high speed&quot;, his reaction time was not sufficient enough to avoid this accident. Swedish Police estimate a speed of ~250 KM/h (155mph) before the bike hit the slow moving car side-on at an intersection. At that speed, they predicted that the rider's reaction time (once the vehicle came into view) wasn't sufficient enough for him to even apply the brakes. The car had two passengers and the bike rider was found INSIDE the car with them. The Volkswagen actually flipped over from the force of impact and landed 10 feet from where the collision took place. All three involved (two in car and rider) were killed instantly. This graphic demonstration was placed at the Stockholm Motorcycle Fair by the Swedish Police and Road Safety Department. The sign above the display also noted that the rider had only recently obtained his license. At 250 KM (155 mph) the operator is traveling at 227 feet per second. With normal reaction time to SEE-DECIDE-REACT of 1.6 seconds the above operator would have traveled over 363 feet while making a decision on what actions to take. In this incident the Swedish police indicate that no actions were taken.<br />

But these speed-breakers, estimated to cost Rs 1 crore, are in violation of norms stipulated by the Indian Roads Congress (IRC), warn experts. They are easy to install but cause a lot of inconvenience to motorists as they are narrower than the conventional speed-breakers.<br />

Announcing the decision on Friday last, the home, prohibition and excise department in its policy note said the speed-breakers would be bought with the road safety fund of the transport department.<br />

IRC norms stipulate that speed-breakers should be at least 3.7 metres wide. To achieve the ideal curvature, the curvature radius should be 17 metres and the height 10cm. Rubberised speed-breakers are narrower and cause discomfort no matter what vehicle. Many motorists agree. &quot;They are back-breakers. Even if I go over one of these at 20kmph, I experience a sharp jolt,&quot; said R Lingesh, a two-wheeler rider.<br />

The traffic police install the rubber speed-breakers while the Corporation of Chennai builds the conventional speed-breakers. &quot;These rubber speed-breakers are installed in areas that are crowded as well as in bylanes and residential areas. The decision is made by the local police station based on their understanding of the situation as well as from requests from residents of the area,&quot; said a senior police officer. On the question of causing discomfort, he said, &quot;in areas where these speed-breakers are installed, the speed should anyway not be too high. Rubberised speed-breakers are very easy to install. You just have to nail them in,&quot; he added.<br />

However, in many areas like Besant Nagar where the density of traffic is very high, these speed-breakers wear off easily, leaving nails exposed.<br />

While the design of a rubber speed-breakers is inherently flawed, even other factors have been ignored, say experts. According to the IRC, there should a warning sign 40m before the speed-breaker. &quot;This is to ensure that the motorist is aware of the speed-breaker even if the road is water logged,&quot; said K P Subramanian, former professor of urban engineering at Anna University.<br />
<br />
Other things that the traffic police have been equipped this year are additional breathalyzers at a cost of 1.5crore and 50 automatic traffic signals at a cost of 2.50crore.<br />
