The BTIS site used to have the ownership information of a vehicle, that RTO link has been removed now.

Nothing, just this. "There are 1 violation/s amounting to Rs.100 on vehicle number"

Hmm, I always pay on spot.

Only once I argued with the cop and did not pay. ( It was no entry for cars & only some other vehicles, there was a board which no one can see in that kinda traffic. I just went behind a bus and was caught). I got a letter within a week. The cop had asked for some 400 bucks. The letter said to pay just 100 bucks. But, when you go there to pay, they do take your license number.

Yeah dealing with the cops is like bargaining in the fish market.

Can't you provide some bogus number for the license, why give your own ?
