Not sure if the Ministry of Road Transport & Highways update the information in their web site. The information under 'Registration of Motor Vehicles - Exhibition of Registration Mark' still says the background color of the number plate should be 'deep blue' with the numbers in 'white'.

Help required in the current situation I am in ....
I bought a car from Chandigarh and am driving with the Temp Registration Number and as per the RTO I will be given the permanent RC on 27th of March 2013 which is more than 3 months since the date of purchase of the vehicle. I will be in Delhi on tour and won't be back till 6th of April and will be driving with my with the Remp Registration.
So to avoid the above situatioin I went to the RC office if my Temp Registration could be extended by another week so that by that time I woud be back but I was not entertained by the RTO office and was directed to come on or after 27th
Could someone tell me as to what is the grace period beyond which I can drive my car with the Temp Registration number as I would be in Delhi when the Temp Registration would expire.
The situation in Chandigarh is so bad that today when I went to the RTO office people have been waiting since last 6 to 7 months for the permanent Registration of their cars and when I talked to them they were telling that the dates that has been assigned to then to get their permanent RC has been rescheduled 3 to 4 times.

A temporary registration number is usually assigned by the dealership from which the Car / Bike is purchased. As simple as its name says, the temporary registration number serves the purpose when the car is brand new and is yet to be permanently registered. This unique number is normally valid for a period of maximum one month, in which the car should be registered by the concerned regional transport office authority. While your car is wearing a temporary registration plate, you must always keep all the necessary documents along, such as driving license, invoice of the vehicle, insurance certificate and most importantly the temporary registration paper, because as long as you have the complete valid documents, the cops cannot ask you to pay for the fine. Although, one can drive the car with temporary registration number from one state to another but the previously mentioned documents must be presented for verification, if asked to.
Also, it is important to note that some states in India, like Tamil Nadu do not allow the use of temporary registration number. In such cases, the dealerships are supposed to first permanently register the car and then hand over to its real owner. In-case the owner wishes to extend the period of temporary registration number, an application should be drafted for registering authority, mentioning the time-frame of extension period along with the following:
- Copy of Address Proof
- Copy of insurance certificate
- Copy of sales certificate Form 21
- Pollution under control certificate.
- Temporary registration form C.R.Tem.
- Copy of road worthiness certificate (22 and 22A)

I beleive when Chennai city maams catch hold of you, you'll be in trouble. I guess you're planning to get it registered outside Chennai. But a word of caution, better not to drive around inside city.
One of my relative had taken their Dzire from Tanjore with a registration number printout in paper which they got it from the dealer on the way, while entering Tambaram, maams caught them & saw the ODO which had clocked 500kms & said, its illegal to drive with a temp registration for more than certain kms & certain period. They created lot of stories for driving without a valid reg. no & demanded 1000 bucks. Finally they managed to extract 500 bucks.

This seems to be the general rule.
You should not drive with a temp reg no for more than 50 Kms in case of Two Wheelers and 100 Kms in case of Four wheeler. Recently one of my colleague encountered this issue and was fined.
You cannot have any sticker other than the one which comes with the vehicle before registration.
So Mudhalaipatti; see that you get your car registered ASAP and don't donate your hard earnings to the RTA and to CCTP

I had specifically asked for a temp registration and I wanted the vehicle to be registered in Trichy.

temporary registration shall be in Form 20 of the Central Motor Vehicles Rules, 1989 and clearly marked
"Temporary".Atemporary certificate of registration shall be in form CRTern
Temporary registration mark.— The authority granting a temporary certificate of registration, shall
assign a temporary registration mark to the vehicle and the ownershall cause the said mark to be affixed to the
front and rear of the motor vehicle in the manner prescribed by a notification by the Government. The fee for
temporary registration or extension of validity of temporary registration shall be asspecified in the Table under
rule 132..
