    The yellowing etc is almost always on the outside. The insides dont see any damage in 99.99% of the cases.

    yeah, but he has also mentioned that one of the headlights have water seepage as well, does that not cause any dullness going forward provided the leak is sealed?

    So long as the chrome is not damaged all it requires is to be resealed. (after you use a hair dryer to remove the moisture.) I know cases where some have left a bag of silica-gel inside the headlamp housing to take care of mild moisture problems.
