Urgent Can we registered Haryana Car in Delhi

Hi guys,

i am buying second hand car its Haryana registered car . can we registered it in delhi if i take NOC from haryana . second hand car dealer says that it can't be registered please help . its 2009 model

I think with the new BS4 norms it may not be possible to do this in Delhi (logically). Did the dealer give you any reason?

Yes, that dealer is right. You cannot transfer ownership of vehical from different state into Delhi.

But, You can re-register vehicles brought to Delhi from other states

If a registered owner of a vehicle brings the vehicle to Delhi, which is already registered in some other state after obtaining a N.O.C from the concerned state can apply for re-registration in Delhi, The documents required are as under:

Other state registration certificate in original.
Form 28 (NOC in duplicate)
Form 27.
Form 20.
Attested copy of address proof.
Attested copy of valid insurance.
Attested copy of pollution under control certificate.
Challan clearance from traffic police or enfrocement wing of transport deptt. On case of commercial vehicle only.
Fitness certificate issued by the board of inspec. Burari.
Road tax (as applicable)
Prescribed fee for registration.
PAN Card or Form 60 & 61 ( as applicable).
Parking Fees.
Certificate manufactured regarding emission norms.

Note : Such registration of vehicle are subject to clearance from National Crime Record Bureau. The Transport Department arranges the clearance certificate themselves.

Note: Attested copy means photo copy attested by MLA/ Nigam Parshad/ Gazetted officer/ notary public.

even i asked the dealer about NOC and then registered in delhi he said now days they are not accepting from different state car . he doesn't know why? .

any one have number of agent who work in any delhi rto

ok just now found agent and got to know that only euro4 can be registered here

he said because of recent changes in euro emission in delhi now only euro 4 car are accepted .

he said i need
1. NOC from state car is registered
2. Latest pollution under control certificate
3. if any loan then NOC or something like that from bank also

after this
i have to pay road tax. which will be calculated according to car age + some charges of rto which could set me around 30k approx. . he was not much sure about road tax. he said he will check tomorrow . As car is euro3 i said no need . Hmm will ask my uncle in haryana if i can give there house address as correspondence address

Just curious to know if State A already gave NOC how is it risk for State B to register vehicle from State A? AFAIK if stolen vehicle/Criminal record its the responsibility of State A since they gave the NOC - Just a thought

IMO, forged papers could be one of the reason

Yes - I am in process of transferring my car out of Gurgaon and getting it registered in Delhi. It is a painful process - get NOC from Haryana, ensure the car if Euro IV or BS IV compliant - and then fill up several different forms.

Once the authority accepts the forms, they will send the details to NCRB for obtaining NOC from them - and then they will transfer it.

In my experience with RTO in delhi - I would suggest you stay away from Agents. Don't think Agents can help in any process other than telling you same details what is mentioned on website.
